A major step forward has been taken in the transformation of the former Willow Grove Naval Air Station in Horsham Township. On November 12, township officials unanimously approved a full rezoning of the site—aligning the property with the long-term redevelopment plan for 862 Rise, a large-scale mixed-use community that will bring new housing, offices, retail space, parks, and public amenities to the region.

A New Zoning Framework for a New Community

The rezoning shifts the property from its long-standing industrial zoning to a blend of residential, commercial, business park, and town center uses. Officials say the change ensures that any future federal decisions involving the land will be fully compatible with local planning goals, helping the redevelopment process move forward smoothly.

Progress Already Underway

Horsham Township has already started early infrastructure improvements to prepare the site for future construction. In September, the township reached an economic development conveyance agreement with the U.S. Navy for 118 acres of the property—land expected to be developed primarily as a modern office park.

The land transfer is projected to take 18 to 24 months, but township leaders do not plan to wait. They are now preparing to solicit proposals from developers so the project can move quickly once ownership formally changes hands.

A Redevelopment Years in the Making

The closure of the Willow Grove Naval Air Station in 2011 resulted in significant job losses and left a massive property sitting largely unused. The redevelopment of 862 Rise aims to revitalize the area by creating new employment opportunities, modern housing, walkable amenities, and a more vibrant community environment.

This rezoning decision marks one of the most significant milestones yet—and positions Horsham Township to bring its long-term vision to life.
