A new bipartisan proposal, the Accelerating Home Building Act (S. 2361), aims to tackle the nation’s housing affordability crisis by streamlining the home construction approval process. If passed, the legislation would create a pilot grant program through the Department of Housing and Urban Development (HUD) to fund pattern books—collections of pre-reviewed building designs. These designs could help developers obtain permits and begin construction faster, saving time and reducing costs.

The bill places special emphasis on “missing middle” housing and infill development, with dedicated funding for rural communities and priority given to projects in high-opportunity areas. Supporters argue that easing complex land use regulations and lengthy permitting timelines is critical to addressing the nation’s estimated shortage of 4.7 million homes.

The National Association of Realtors (NAR) has expressed strong support for the bill, calling it an important step toward increasing housing supply and improving affordability for buyers and renters nationwide.
